Hello,
In the source code of Mono, there is nothing like System.Data.SqlServerCe.
see https://github.com/mono/mono/tree/master/mcs/class/System.Data
There is only https://github.com/mono/mono/tree/master/mcs/class/System.Data/Microsoft.SqlServer.Server
for access to a full Microsoft SQL Server running on a different
(Windows) machine I assume.

The problem is that SQL Server Compact Edition itself probably won't
run on Linux, or you could try Wine as has been suggested in the posts
above.
The alternative is probably to use SQLite or VistaDB, as mentioned in
the links above.
