Click Download, Mac OSX.

After that, as Stifu said, most users just need MRE, in order to run mono apps.
Developers use MDK, which includes the MRE and also development tools.
Monodevelop is a good development tool - but it's superseded by Xamarin.  Including Xamarin Studio and so on.
