[Mono-list] XmlIgnore attribute ignored in SOAP client requests in mono 3.2.1

I know it works on 2.10.8.1 and fails on 3.2.0 because the SOAP proxy sends
attributes even though they are marked as XmlIgnore. I wanted to see if
anyone experienced this already before I started digging through all the
commits on it.  I will begin searching...
