I think Ian Norton's phono may be what you are looking for:

This gives you a parallel mono environment for debian systems that you don't have to build yourself, and per Ian, they are updated with mono 3.0.10: http://inorton.wordpress.com/2013/05/05/mono-3-0-10-and-monodevelop-4-0-4-for-linux-i386-and-amd64/
