[Mono-list] License of Beagle Sources

I downloaded from  http://ftp.gnome.org/mirror/gnome.org/sources/beagle/0.3/

The Beagle sources. I'm planning a software integrated with LUCENE.NET, I
need some things like Beagle > Filters > FilterOpenOffice.cs

I see this license:

why is not GPL or similar?
