[Mono-list] SocketException: Too many open files (1020 socketsat once)

Hi,
ulimit -n does not help me.
The following is my limits.conf:

This file does not have an entry for nofile even after I run ulimit -n.
My mono version: Mono JIT compiler version 2.4.2.2
