As Tim H suggested, the _real_ question is this: what kind of file is device-sdk-1.0.dll? Specifically, is it purely managed code, or is it a native Win32 DLL?
If the former, it may work unchanged under Mono; use MoMa to check (as Matthew Winter suggested).
If the latter, it _may_ work, but you'll need to run it under Wine (along with the necessary chick and blood sacrifices). You could also run Mono under Wine if it's a mixed-mode assembly (maybe, if you make more blood sacrifices ;-).
