[Mono-list] Having trouble figuring out where to set MONO_STRICT_MS_COMPLIANT="yes"

Where oh where do I set the MONO_STRICT_MS_COMPLIANT="yes"? Specifically
for
mono 2.10 running mod-mono-server4 on apache2? Help?

Is this something I need to recompile mono* to use?*
