The Windows POSIX subsystem was discontinued almost 10 years ago.

Note that "Mono.Posix" is a misnomer because it is actually
containing Unix bindings. Some of them (those supported by
msvcrt) might work under Windows, but it's up to you to test
this.

Also, the "access/stat" functions are pretty limited under Windows,
because they don't consider ACLs. This is not optimal for
a tool with these goals:
