I also see that occasionally in GNOME (GNOME3 shell);  when multiple
apps somehow try to go full screen (usually a video player application).
The behavior I believe is a bug in GNOME and doesn't relate to the Gtk
wrapper [gtk-sharp or otherwise].  On the other hand - I think
*multiple* full-screen windows is a bit odd.
