[Mono-list] Serialization of ConcurrentDictionary

Hello!

System.Collection.Concurrent.ConcurrentDictionary in mscorlib is not
decorated with the tag [Serializable], so when I try to serialize one of
them it fails piteously. Some work is still to be done to make it
serializable or simply the tag has been forgotten?
