Because the package is subversion, not svn.  packages.debian.org is your
friend.

I don't see why it couldn't... more RAM would be better but it won't
cause any immediate problems during compilation.

The general process I use is:

1. Run "./configure".
2. If this fails, install the package it needs and goto 1.
3. Run "make && make install".
