[Mono-list] can't find system.windows.form in toolbox .

Mono supports Windows.Forms apps, but doesn't provide a Windows.Forms
designer. If you want to use MonoDevelop, you'll have to do your WinForms
code manually.
If possible, you could just build your app (or just your UI) on Windows,
using Visual Studio or SharpDevelop.
