[Mono-list] mono encoding

Hi guys. I`m having this kind of problem: 

my .net project contains some russian symbols, it is displayed perfect from
dll, but if i try to put any in my .aspx - i get ??????? on my page.
I`m using apache mod mono, i tried creating some test html with russian text
in it and it`s displayed correctly by apache if i use (AddDefaultCharset
KOI8-R). I`ve tried adding this to /etc/mono-server2/mono-server2-hosts.conf
: 
MonoSetEnv LANG=ru_RU.KOI8-R

but it didn`t solve the problem.
 I would be really glad to hear any suggestions, thanks!
