[Mono-list] mkbundle still broken on windows?

As of Mono 2.4.2.3, I still seem to be having issues with mkbundle on
Windows. Searching the forum, I have found a few posts from people with
identical problems (i.e.
http://go-mono.com/forums/#nabble-td22246733|a22430858), but no sign of a
solution.
I seem to have everything set up correctly (mingw for building, cycgwin for
the shell). The issue is that the produced executables do nothing, even with
simple console hello world app, it just runs and exits. The generated
executable seems to be correct in size (2+megs), and mkbundle for the same
app under linux works fine.
Has anyone found a solution to this problem yet? Can anyone even produce
working executables on windows with mkbundle? Every windows system I tried
it on I get the same results.
For reference, the command I use is:
mkbundle -o hello helloworld.exe --deps
