[Mono-list] Windows installer requires admin access

There's a bug open on this issue, https://bugzilla.novell.com/show_bug.cgi?id=414209.  We lost the last guy to do any work on the windows installer so we're scrambling a bit.  I think we're using InnoSetup for the installer.  There's a patch on the bug report but I haven't been able to review it yet.

Personally I'd like to move to using WiX for the installer.  A .zip download with the binaries might be nice too.

The installer for Mono 2.0 requires administration access. In some earlier
versions I believe this was not the case. The problem is that with most
windows installer creator software you actually need to make an effort to
ensure the installer does not require this - ie can be installer by a
PowerUser.

What this means is that those of us in an environment where developers do
not have admin access to their machines (ie most corporate environments) are
unable to try out the new release - on our work machines at least.

At the least a tarball of the binaries would be good - as far as I know
everything should be runnable right out of a directory.
