[Mono-list] 'OracleClient' is not a member of 'Global.System.Data'

Hello all,
When mod_mono tries to compile a vb file I have, I get this compile error. 
"gacutil -l' shows System.Data.OracleClient, so I'm not sure what else to
check.

Compiler Error Message:
/tmp/apache-temp-aspnet-0/a8fa92ac/App_Web_7322cdf9_1.vb(12,18) : warning
VBNC99998: Option Strict Off will probably fail.
/tmp/apache-temp-aspnet-0/a8fa92ac/App_Web_7322cdf9_0.vb(3,15) : error
VBNC30456: 'OracleClient' is not a member of 'Global.System.Data'.
/tmp/apache-temp-aspnet-0/a8fa92ac/App_Web_7322cdf9_0.vb(3,15) : warning
VBNC40056: The import 'System.Data.OracleClient' could not be found.
