[Mono-list] Configuration file location on windows [OT]

A little OT, sorry.

Can anyone point me to a definitive article on configuration files 
placement/location on Windows systems?  Not user specific data like preferences, 
but data the application requires for all users such as database 
configuration/connection information.

My guess is either

CSIDL_LOCAL_APPDATA
or
CSIDL_COMMON_DOCUMENTS
