Yes, Mono is under the Lesser GPL.

?  There are many components developed on Mono, and many of the
"normal" .NET components will work well.  Take a look at Gaia widgets
<http://ajaxwidgets.com/>.

You can use Visual Studio on Windows,  which I think is what most people
do.   Or you can use Monodevelop on LINUX (GNOME) but the ASP.NET parts
are pretty weak (no designer).  I don't know anything about OS X.
