[Mono-list] What does bug assigned to mono-bugs at lists.ximian.com mean?

Many open bugs (including one of mine #324708) are assigned to mono-bugs at lists.ximian.com.
Does this mean that no developer has looked at the bug?  If a developer looks at a bug
and decides to ignore or postpone it, is this recorded in the bug listing?  How often are open
bugs reviewed?
