[Mono-list] What is required for deploying Mono applications?

Please explain a stranger how it works.

When I use MS Visual Studio to create a C# Windows Forms application, my
users need to install .NET Framework in order to use it.

I am looking for a way to create a small application that would not need
that. I would love to use C# instead of C++. Looking for solutions, I found
Mono. I find it's cross-platform project and I am very excited.

Nowhere in FAQ or forums, I found info about how are Mono projects deployed.
And the documentation site was down. So here come my questions:

Do my users need to install Mono (or any other framework) before they can
run my application or could I just add needed libraries in my project
folder?

Would I really be able to create a universal project while sitting in front
of my Windows machine, so that it would also run on Linux and Mac?
