Correct me if I am wrong but you can cite it as "the Mono project" since
Mono is a community effort, sponsored by Novell (some guys there work on
it).

Regarding the documentation, it is published under under the GNU FDL
terms. If you want to use it for your work you can, as you comply with the
GNU FDL requirements.
