You might consider something like html2ps:
http://user.it.uu.se/~jan/html2ps.html which will convert to
postscript.  Then you could use ps2pdf to get the desired output.
Since it's written in Perl, it'd be a couple steps to get output
generated properly, but it would probably do the job.
