[Mono-list] Building Mono RPMs for Fedora Core 4 x86-64

The mono rpms will work fine from any x86-64 distro. We only build one set
of rpms per arch anyways.

Hopefully we can offer fc4 rpms (on x86 and -64) at some point in the near
future. Wade is responsible for that.
