This problem happened (at least) when compiling a file from a src
attribute.

It's fixed in svn HEAD and I've uploaded a System.Web.dll to
http://primates.ximian.com/~gonzalo/Systam.Web.dll.gz

You can download that one, gunzip it and run 'gacutil -i
System.Web.dll'.
