there is a good FAQ where to start. From there you should search for, or 
post here, for specific problems/solutions.

Yes, there are IDE's to mono. First Monodevelop it's free and supported by 
the mono project itself, yet lacks somethings like a GUI designer - anyway, 
you can just use glade to do your GUI. There is also a paid, afaik with a 
free demo, called X-Develop, it has a GUI designer buildin but I've been 
told that it sucks.

Just as an informative note, GUI designers to gtk and
asp.net<http://asp.net>are on their way. They are called stetic and
aspeditor and you can checkout
them from mono svn repository.
