No, the only way to restart a mod-mono-server (besides killing and
starting the process yourself) is through the control panel.

In the forthcoming release, the control panel will let you restart
mod-mono-servers individually (rather than all of them, for a given
root/virtual host). Your hosting provider could then password protect
the appropriate control panel URLs through the usual Apache directives
for password protection to make sure only the right people can restart
the right mod-mono-servers.
This solution is a bit crude, so suggestions are welcome.
