[Mono-list] errors running monodoc browser via xsp

The problem is that mcs knows nothing about the GAC. Possible fixes
include copying monodoc.dll (linking) to lib/mono/1.0, copying it to the
bin directory or adding a 'CompilerOptions="-pkg:monodoc"' to the ashx
