I sit corrected!  Thanks for legitimizing the power of a public forum.  I was not familiar with SVN but am now reviewing the literature.

This is truly wrong. wrong. wrong!  We use SVN (with tortoise) and it 
works very nicely.  It's only b/c source safe requires an exclusive 
checkout that you even need it integrated into the the development 
environment.  With Svn you can also use trac which I also recommend.
