[Mono-list] Gacutil - mono installer 1.1.8.2-1

I am experiencing issues with a fresh install of mono installer 1.1.8.2-1:

As user chrisa:
chrisa at chimera:~$ gacutil -l
cannot open assembly /opt/mono-1.1.8.2/lib/mono/1.0/gacutil.exe -gacdir
/opt/mono-1.1.8.2

As root:
chimera:/home/chrisa# gacutil -l
cannot open assembly /opt/mono-1.1.8.2/lib/mono/1.0/gacutil.exe -gacdir
/opt/mono-1.1.8.2

I installed the installer as root, and allowed my .bashrc to be modified. I
then copied the modifications to /home/chrisa/.bashrc

They both contain:

export PKG_CONFIG_PATH="$PKG_CONFIG_PATH:/opt/mono-1.1.8.2/lib/pkgconfig"
export PATH=$PATH:/opt/mono-1.1.8.2/bin

Permissions:

chrisa at chimera:~$ ls -la /opt/mono-1.1.8.2/lib/mono/1.0/gacutil.exe
-rwxr-xr-x  1 root root 21504 Jul  6 22:26
/opt/mono-1.1.8.2/lib/mono/1.0/gacutil.exe

Any idea why this is happening?
