It is not a module by itself.
It is inside mcs module. mcs/class/Npgsql

You can find daily snapshots of Npgsql ready for use in mono daily 
snapshots at:

http://mono.ximian.com/daily/

Also if you want, you can get the Npgsql 0.7beta4 release which also 
contains the latest Npgsql code.

Hmmm, it may be down. Gborg sometimes has this problem.
You can access it at:
:pserver:anonymous@gborg.postgresql.org:/usr/local/cvsroot/npgsql
