[Mono-list] Npgsql doesn't depend on SWF, System.Drawing and System.Design anymore

Hi all,

I just commited a modification to Npgsql which removes the dependencies.

Now I'm using conditional compilation with #if __MonoCS__ to remove the
dependencies when compiling with Mono.

The dependence existed because of Design time support on VS.NET. So I
think it is only needed when compiling with csc.

Also, from two recent threads in mail list, this dependece was adding
needless complexity to people willing to use Npgsql. Sorry for this
inconvenience.

Please, spread the word to package managers to update their packages
specs to not add the dependence anymore.
