When MonoApplications is used, ':' can't be part of the path used. So it 
should be:

MonoApplications default "/test:/Archiv~1/Mono-1~1.1/lib/xsp/test"

And it will only work if apache is installed in c: otherwise you need to 
use the other possible ways of configuring apps.
