[Mono-list] Patch for mcs

Hi,

Ugh, so there is a conflict (I used to make the patch too). But sadly
to say, maybe am going ahead (it also handles many of the warnings),
though I'd prefer the idea having raw string instead of XmlElement.

The work was suspended since mcs and System.dll build has been
breaking for a while (and I don't love mcs /doc at all ;-).

Will follow the patch itself to devel-list (which I had been posting
the patch).
