Yes, they have to sign a form that allows Novell to redistribute the
code under different licenses.

He can develop that code, and with the powers of the GPL keep its own
copy of the Mono runtime with the patch.

Novell is unable to integrate those changes into the main Mono
distribution though.  If you want your code contributions to be part of
the standard distribution (for the C# compiler and the VM), you need to
grant Novell that right.
