A good menu system that works for all browsers is the "Son of
suckerfish" menus (search google).

Keep in mind this site is designed for visually impaired people, so
the font-sizes and etc. are not what you'd probabaly use.

The beauty is they are 100% plain semantic html.  Just use <ul> lists.
 It's all done in CSS but a little JS is needed to make it work in IE.
