[Mono-list] Provider Factory / Mono.Data.dll not built

You have confused the two.

The ProviderFactory in the Mono.Data assembly IS NOT deprecated.

What is deprecated is the Mono.Data.MySql assembly.  The MySQL provider
has been superceded by the ByteFX.Data MySQLClient.

  A while ago, the mono team deprecated Mono.Data, in favor of the
offering 
from ByteFX, so I believe this is by design.  Here is the info on their
