[Mono-list] Runtime Platform Conditional Magic

What would be the best way for an application to check if it's running
in Windows or another OS with Mono? Right now I'm going with
compile-time stuff... #ifdef NOT_WINDOWS, but everyone knows
cross-platform EXEs are cool.
