Sorry for this mishap. The package was made available on Red Carpet, but
I forgot to upload it to the website. It is now available:

No, we don't include any custom patches in our ICU packages. However,
their default packaging script produces a icu-locales package, and that
is not needed for Mono (I think you need to turn off a flag in their
./configure line)
