[Mono-list] Mono 0.28 - Still fails under windows 2000 Professional

Hello,
I was able to install mono-0.28-win32-1.exe on Windows 2000 Professional and
compile and execute the example program found:
http://www.nullenvoid.com/mono/wiki/index.php/The%20Panel%20Control.
Perhaps it is some localization setting causing the problem?
