Jim,
Looks like some problem with that link .  You caa try downloading it
using command Line cvs as follows:-

export CVS_RSH=ssh
cvs -z3 -d:ext:anonymous@forgecvs1.novell.com:/cvsroot/ldapcsharp co
CsharpLDAP

password is : anonymous
