I think these days Debian is the distribution with more uptodate packages
for the alpha architecture. For example, binaries and source are
available for libgc at:
http://ftp.egr.msu.edu/debian/pool/main/libg/libgc/.
I don't know if libgc has already been ported to OpenVMS.
I know glib has been ported to it, a google search should point at the
mails/patches if they are not yet integrated upstream.
