There are lots of emulators for all types of target devices, e.g. WinCE.NET emulation edition [1],
so you will get PocketIE running on your desktop. Openwave SDK includes emulator that runs UP.Browser,
and so on (SDKs and emulators from Symbian, Nokia and others).
I think most/all of the emulators mentioned at the Microsoft's MobileControls page are free downloads.
