[Mono-list] machine.config discovery on Windows

Hi,

Apparently, on Windows, Mono tries to locate the machine.config file in D:\tmp\mono\install\etc\mono.

Wouldn't it be possible to look for this file in the ../etc/mono directory, relative to the location of mono.exe ?
