But doesn't using csc sort of make the self hosting statement invalid?
Isn't there an easy way to specify which csharp compiler?
Like maybe "export CSHARPCOMPILER =3D /usr/local/bin/mcs.exe" or =
something?

IMHO, makefile on cygwin should use csc to compile. We should use mcs =
only
in makefile.gnu.
