I revised/corrected/fleshed your dozens of stubs for System.Messaging, 
today. I spent a little more than 6 hours on Anjuta over it.

They are in cvs now in compilable form. But lots of MonoTODOs are still 
there.

Some simpler classes like the BinaryMessageFormatter are 100% done, but the 
big ones (Message and MessageQueue) are just in the beginning ...

Nunit tests are also absent, but I intend to write them ASAP.

Remember that System.Messaging, as some other subprojects in mcs/class, 
isn't in the global makefile yet, it isn't mature enough. You need to 'make' 
and 'make install' it manually, for now.
