[Mono-list] cs-parser.cs in mono

To build cs-parser.cs, you need to first build `jay', in the
<mcs-root/>/jay directory.

If you run the top-level makefile/makefile.gnu, this takes care of
building jay for you, but if you're only building `mcs', you need to
manually build `jay' first.
