I am having a problem with the 0.15 source downloads.  the .gz files are not
regognized by either WINZIP or GZIP.  Has anyoune else had this problem?

If you are using cygwin try using
	
	$ tar xzvf mono-0.15.tar.gz

Otherwise I would recommend you to use Winzip8.0, it
does support .gz
