I had the same problem the other day. The build script first for newly 
compiled dlls to copy from your source tree and if those are found it 
looks in /usr/local/lib. If neither is found it creates empty files
The Gentoo install puts the dlls in /usr/lib which was causing the 
problem. I copied them manually to /usr/local/lib and everything worked
