When you say "decided" do you really mean *decided* ?.... Pnet 
had decided to use Mono's System.Xml ... but now it looks like
they are writing their own ?.

Maybe it has something to do with non-ecma stuff needed from the
core dlls... So "avoid duplication wherever practical" was all I 
would say (to avoid possible misinterpretation)
